Importing safety footwear into South Africa requires more than ordering CE-certified products and preparing shipping documents. Importers must confirm that the exact footwear type has the necessary NRCS approval.

Safety footwear is controlled under South Africa’s VC 9002 compulsory specification.
The applicant must be a manufacturer or importer established as a legal entity in South Africa. Each footwear type must be approved separately when essential features such as the model, materials, construction or manufacturing process differ.
After successful assessment, the NRCS issues a model-specific Letter of Authority with an approval number.
The regulatory application normally includes:
Completed NRCS application documents
Proof of payment of the application fee
Technical descriptions and product drawings
Marking and user-information details
Accredited test reports covering SANS 20345 requirements
Production-conformity and routine-testing information
A reference pair and a longitudinally cut footwear sample
NRCS guidance states that test reports should come from an accepted accredited laboratory and should generally be no more than 36 months old when received.
A CE certificate may support the file, but it does not replace the NRCS LOA.
After product approval, the importer should prepare the commercial invoice, packing list, transport document, customs declaration, tariff classification and importer details.
Restricted goods may be detained until the required permit, certificate or Letter of Authority is presented. Importers should confirm current customs requirements with SARS, NRCS and their clearing agent before shipment.
